Representatives of Riigi Kinnisvara AS and NCC Ehitus AS yesterday signed the general contract for the construction of the new Estonian Forensic Science Institute building.
The construction cost of the planned laboratory and office building is 109 million EEK inclusive of VAT; the building will be erected on a plot at Rahumäe tee 6 in Tallinn and is to be completed in October 2010.
The building with its seven above-ground and two underground storeys and the closed net area of 10,076.4 square metres was designed by AS Amhold.
“It is a significant state investment, the effect of which in today’s environment is multiple. Specialists involved in pre-trial investigation will finally receive the rooms they deserve, while a project of this scale will provide work and food for builders and generate taxes for the state coffers,” said Elari Udam, member of board of Riigi Kinnisvara AS. NCC Ehitus is tasked with the comprehensive construction of the building and other structures planned for the plot, complete with the construction of the special communications specific to the purpose of the building and needed for servicing it. “We won the task of constructing the most modern forensic science complex in the Baltic Sea region as a result of a public procurement tender held by the Ministry of Justice, where we competed with 14 construction companies.
The fact that we made the most favourable offer in such tight competition is clear proof that our company has quickly adapted to the changes in the construction market and is able to offer a better price than other market participants,” said Toomas Aak, chairman of board of NCC Ehitus AS Toomas Aak. NCC Ehitus AS is a subsidiary of NCC, one of the largest and oldest Nordic construction groups, and has operated in Estonia for 12 years. Riigi Kinnisvara AS was established in 2001 and is a state-owned company with the share capital of 1.46 billion EEK, engaged in real estate development and management. The shares are managed by the Ministry of Finance.
